CALL TO ORDER              Mayor DeBaecke called the meeting to order at 6:00 p.m.

REVIEW OF CORRESPONDENCE

1.      NJDEP Green Acres Park Inspection – Clerk Picariello noted the inspection took place on January 15th and the NJDEP found no issues.  She noted the next inspection would be in 2023.

2.      Burlington County 2019 Park Grant Awards – Clerk Picariello noted the Burlington County Freeholders had announced the Park Grant Awards and North Hanover was not selected to receive any funding this year. – Mayor DeBaecke noted the list was interesting.

 

ENGINEER’S REPORT

Engineer Hirsh reported the bollard light for the park was in and he was awaiting the installation schedule.  He noted he issued an updated Schoolhouse Road punch list.  He stated the FY2020 NJDOT project was in the surveying stage.  He noted the miscellaneous drainage issues have been addressed and there are a few items that need addressed.  Mayor DeBaecke noted a beaver issue on Springfield Road and was concerned about it affecting the newly paved road.  After discussion, Engineer Hirsh stated he would reach out to the County for assistance.

TOWNSHIP OF NORTH HANOVER

 

AN ORDINANCE OF THE TOWNSHIP OF NORTH HANOVER, COUNTY OF BURLINGTON, STATE OF NEW JERSEY APPROPRIATING $14,000.00 FROM THE CAPITAL IMPROVEMENT FUND TO PROVIDE FOR IMPROVEMENTS TO THE MUNICIPAL BUILDING HEATING SYSTEMS

BE IT ORDAINED by the Township Committee of the Township of North Hanover, in the County of Burlington, State of New Jersey, as follows:

 

SECTION 1. $14,000.00 is hereby appropriated from the Capital Improvement Fund of the Township of North Hanover, in the County of Burlington, New Jersey (the “Township”) to provide for improvements to the Municipal Building Heating Systems and accessory equipment therefor incidental thereto.

 

SECTION 2.            Said acquisitions are lawful capital improvements of the Township having a period of usefulness of at least five (5) years.  Said improvements and acquisitions shall be made as general improvements, no part of the cost of which shall be assessed against property specially benefited.

 

SECTION 3.            This ordinance shall take effect upon final passage and publication according to law.

2020-40            Resolution Recognizing the Importance of the 2020 Census

COUNTY OF BURLINGTON

 

RESOLUTION RECOGNIZING THE IMPORTANCE OF THE 2020 CENSUS

 

            WHEREAS, the U.S. Census Bureau is required by the U.S. Constitution to conduct a count of the population and provides a historic opportunity to help shape the foundation of our society and play an active role in American democracy; and

 

            WHEREAS, the Township of North Hanover is committed to ensuring every resident is counted; and

 

            WHEREAS, federal and state funding is allocated to communities and decisions are made on matters of national and local importance based, in part, on census data and housing; and

 

            WHEREAS, census data helps determine how many seats each state will have in the U.S. House of Representatives and is necessary for an accurate and fair redistricting of state legislative seats, county and municipal councils and voting districts; and

 

            WHEREAS, information from the 2020 Census and American Community Survey are vital tools for economic development and increased employment; and

 

            WHEREAS, the information collected by the census is confidential and protected by law; and

 

            WHEREAS, a united voice from business, government, community-based and faith-based organizations, educators, media and other’s will enable the 2020 census message to reach more of our citizens;

 

            NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey, that the Township Committee is committed to partnering with the U.S. Census Bureau and the State of New Jersey and will:

 

1.     Support the goals and ideals for the 2020 census and will disseminate 2020 census information.

2.     Encourage all North Hanover Township residents to participate in events and initiatives that will raise the overall awareness of the 2020 census and increase participation.

3.     Provide Census advocates to speak to North Hanover Township and Community organizations and support census takers as the help North Hanover Township complete an accurate count.

4.     Strive to achieve a complete and accurate count of all persons within our borders.

2020-41           Resolution Accepting Maintenance Bond for the NJDOT FY2019 Springfield Road Improvements Project

A Resolution Accepting Maintenance Bond FOR the NJDOT FY 2019 SPRINGFIELD ROAD IMPROVEMENTS PROJECT

 

WHEREAS, the project engineer, Joseph Hirsh, of Environmental Resolutions Inc.  has inspected the improvements by Earle Asphalt Company. for the NJDOT FY 2019 Springfield Road Improvements project and recommended that the final payment be released due to the posting of the following:

 

Maintenance Bond number 82527798M by Federal Insurance Company in the amount of $10,545.72 for the NJDOT FY 2019 Springfield Improvements project to expire two years from the date of January 13, 2020.

 

NOW THEREFORE, BE IT RESOLVED that the Township Committee of the Township of North Hanover hereby authorizes the release of the final payment and performance bond to Federal Insurance Company for the NJDOT FY 2019 Springfield Road Improvements project due to the posting and acceptance of the bonds cited above.

DISCUSSION

There were no discussion items this evening.

 

TOWNSHIP COMMITTEE “COMMENTS”

Committeeman Kocubinski noted a letter from the Burlington County Soil Conservation concerning the storm water permit.  He noted that it was handled through our public works contractor.

 

Committeeman O’Donnell noted it was the Fire Chiefs intention to increase EMS service hours and that he informed him of the importance of maintaining the balance of the fund.

 

Committeeman DeLorenzo offered his apologizes for not attending the appreciation dinner due to illness.

 

Deputy Mayor Doyle noted as a result of the recreation advisory committee meeting, they would like to stop trophy distribution to those in the fourth grade and up.  Mayor DeBaecke expressed displeasure with the idea.  Deputy Mayor Doyle noted the uniform sponsorship was not turning out well this season and the Committee would be purchasing uniforms for $600.00.  He noted the Committee expressed concern over the security custodian at the school.  After brief discussion, Clerk Picariello was asked to provide the contact information and Deputy Mayor Doyle would handle.  He noted Twan Berben had a request to use the fields by another organization and charging $25.00 per use.  Attorney Roselli noted they were not North Hanover Township’s fields and therefore, could not authorize anything.  They would have to call the School.  It was discussed our Green Acres field could be requested by them, if need be.  Deputy Mayor Doyle also reported the Easter Egg Hunt would be April 11th, Yard Sale April 25th and Memorial Day Parade May 23rd. 

 

Mayor DeBaecke noted the employee appreciation dinner was well attended and a good time was had by all.

AUTHORIZING A CLOSED SESSION MEETING

 

WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and

 

            WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and

            WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.  10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.

 

NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matters, Litigation and Personnel matters.

 

            BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.

BACK TO PUBLIC SESSION

 

BUDGET WORKSHOP – TOWNSHIP COMMITTEE TO REVIEW BUDGET LINE ITEMS

 

The Township Committee reviewed the Court and Fire budgets and no concern was expressed.

Mayor DeBaecke wanted to move forward with Capital discussion.  He noted he would like to

see new Gateway entrance signs coming into North Hanover Township.  He also noted the

Community Center and Municipal building need new roofs.  He also noted funding needs to be

set aside to finish up new carpet installation.

Committeeman O’Donnell would like to see some reserve snow equipment and incorporate it

into the snow removal contract.  He stated he is not proposing a new piece of equipment but

Turnpike surplus.  Mayor DeBaecke noted high maintenance issues on new equipment much less

old equipment.  He noted he understands the concern. Committeeman O’Donnell noted a reserve

like the fire truck.  Committeeman DeLorenzo noted we could make the contract stronger.

Committeeman O’Donnell noted he was pleased with the current contractor just did not want to

get caught with a major storm and no options.  Mayor DeBaecke gave an overview of his

experiences with snow plowing. Committeeman O’Donnell noted he was not proposing a

Municipal operation just emergency equipment.  After discussion, Committeeman O’Donnell

would explore prices.

 

Committeeman Doyle noted he would like to see LED lighting for the street lights.  Mayor

DeBaecke noted JCPL has a program.  He also noted the projection could be a problem and it

would have to be explored and consideration carefully given to placement.  Deputy Mayor Doyle

would explore.

 

Committeeman Kocubinski noted they were all good ideas.

 

There was a general consensus to have a special budget workshop on February 20th at 5pm and

have Chief Wells and Joe Greene present.
